Design Team

Frank Crawford serves as a Utilities Designer at McCrory & Williams, Inc. He earned an Associate Degree in Drafting and Design Technology from Southwest State Technical College in 1981, after completing three years of study at the University of South Alabama.

Mr. Crawford brings extensive experience in the design of wastewater treatment plants, sewage collection systems, water booster stations, and water distribution lines. His expertise includes the preparation of detailed building and structural drawings, piping plans, sections and details, process and instrumentation diagrams, mechanical assembly drawings, equipment layouts, equipment foundations and process pads, topographic drawings, site plans, and drainage plans.

With hands-on experience spanning the full project lifecycle, Mr. Crawford has worked from field survey and data collection through office-based engineering design, drafting, and all phases of construction oversight. His field experience includes topographic surveys, leveling, tank monitoring, boundary surveys, site grading, drainage culvert installation, construction inspection, preparation of daily reports, and management of materials including equipment, piping, valves, and fittings for installation.

Key projects include work with Daphne Utilities, Spanish Fort Utilities, Atmore Utilities, and private developers. Mr. Crawford’s combination of design expertise and field experience ensures seamless coordination between engineering concepts and construction execution.

Allan Eggers serves as a Senior Civil Designer at McCrory & Williams, Inc. He brings more than 30 years of experience in civil design and infrastructure project development, with the past 15 years spent working closely with William (“Billy”) Wilkerson, Jr., P.E.

Mr. Eggers has extensive experience supporting the planning, design, and delivery of municipal utility, roadway, and infrastructure improvement projects. His long-term collaboration with senior engineering leadership has contributed to the successful execution of complex projects across federal, state, and local agencies.

Recognized for his technical proficiency, attention to detail, and deep understanding of constructible design, Mr. Eggers plays a key role in producing high-quality design documents and supporting project teams throughout all phases of project development.

Shannon David Stevens serves as a Senior Civil Designer at McCrory & Williams, Inc. He brings more than 25 years of experience in civil design, having worked closely with Project Engineer Sean Estes throughout his entire career.

Mr. Stevens has extensive experience supporting the planning, design, and development of transportation and infrastructure projects, with a strong focus on roadway, drainage, and municipal improvement projects. His long-standing collaboration with engineering leadership has contributed to the successful delivery of complex projects for state agencies and local municipalities.

Known for his technical expertise, consistency, and deep institutional knowledge, Mr. Stevens plays a key role in translating engineering concepts into accurate, constructible design documents and supporting project teams through all phases of project development.

Nick Rhoads serves as a Senior Surveyor at McCrory & Williams, Inc., bringing over 25 years of experience with the firm. He spent the first 14 years of his career working closely with Merlin Miller, P.L.S., in survey operations, and the past 9 years working under the leadership of William (“Billy”) Wilkerson, P.E., and Carah Vuncannon, P.E.

Mr. Rhoads has extensive expertise in all aspects of surveying, including property, topographic, construction, and utility surveys. His deep experience in both fieldwork and office-based survey processing ensures accurate, reliable data that supports complex engineering and infrastructure projects.

Known for his technical skill and dedication, Mr. Rhoads has played a key role in numerous municipal, state, and private projects throughout the Gulf Coast region, contributing to the firm’s long-standing reputation for excellence in civil engineering and surveying services.
