William E. Wilkerson, P.E.

Since 1975, Mr. Wilkerson has performed engineering services for numerous water and sewer systems in our area. His engineering experience includes system and facility evaluation, development of master plans, project design, and construction management for a wide variety of infrastructure projects. The type of water system work includes water related studies, rehabilitation, system modeling, raw water supply, dams, intake docks, treatment plants, O&M manuals, corrosion control, easement research, chemical purchases, distribution system, booster stations and storage tanks. As related to wastewater facilities, the type of work includes I/I studies, interceptors, collection systems, rehabilitation, rate studies, sludge disposal, pumping stations, outfalls, treatment facilities and standard specifications development. 

Sean M. Estes, P.E.

Mr. Estes is a Professional Engineer with over 20 years experience in all aspects of roadway and highway design from preliminary corridor identification through detailed roadway and bridge design. He has provided engineering services on numerous roadway enhancement and widening projects and bridge projects for major highway segments. From environmental studies during the corridor identification phase, to development of traffic control plans, to preparation of detailed roadway designs, he has experience in all phases of highway project development. Mr. Estes has provided services on several storm water drainage projects and is proficient in the design of such improvements. His experience includes recent service to the following Clients: Alabama Department of Transportation, Mobile County Commission, City of Mobile and Board of Water and Sewer Commissioners of the City of Mobile. 

Carah Hall, P.E.

Ms. Hall is a professional engineer with over 15 years of diversified experience in projects from conceptual planning and preliminary studies to final designs. Her experience includes preparing documentation for and conducting environmental impact studies, environmental assessments, and feasibility studies for projects in Alabama, Mississippi, and Louisiana. She has design experience in site development, storm sewer systems, roadway infrastructure, water systems, and sanitary sewer systems for municipal and commercial clients along the Gulf Coast. Ms. Hall has also prepared cost estimates and Technical Specification documents, and has assisted in the bidding process for various projects. Her clients include ALDOT, MDOT, LADOTD, MAWSS, the City of Mobile, and private developers.
